The Hon. Stephen C. Shannon is a judge for the 19th Judicial Circuit Court of Virginia in Fairfax County. He was elected to the bench by the Virginia General Assembly on February 25, 2015.
Prior to his election, Shannon was a principal at Odin, Feldman & Pittleman, PC. Over the course of his legal career, he also served as a substitute judge, an assistant commonwealth’s attorney with the Office of the Fairfax Commonwealth’s Attorney, and a representative for the 35th District in the Virginia House of Delegates (2004 to 2009).
Shannon has also taught as an adjunct professor at George Mason University, Antonin Scalia Law School.
He received a B.A. from Fairfield University (1993) and a master’s degree in public policy from Georgetown University (1996). Shannon then completed a J.D. at the University of Virginia School of Law in 1999. While a law student, he was a John M. Olin Fellow and Scholar in Law and Economics and sat as a member of the Virginia Law Review.
Shannon and his wife, Abby, are credited with co-founding the Metropolitan Washington AMBER Alert Plan, to coordinate a regional rapid response to help locate missing children. He was honored with Fairfax County’s highest public service award for his efforts to implement the plan.
Shannon was vice-chairman of the Fairfax County Consumer Protection Commission.
In 2009, he was the Democratic nominee for Virginia Attorney General, though he was defeated in the subsequent election.
