The Hon. Joseph C. Lindsey is a judge for the 4th Judicial Circuit Court of Virginia. He was elected to the bench by the Virginia General Assembly in 2023, filling a vacancy created by the retirement of the Hon. Michelle J. Atkins.
The 4th Judicial Circuit encompasses the City of Norfolk.
Prior to his election, Lindsey was a judge for the 4th Judicial District Court, a position to which he was named by Chief Judge Mary Jane Hall on November 10, 2020.
Lindsey earned a bachelor’s degree in political science and government from the Hampton Institute in 1981. He then completed a J.D. at American University Washington College of Law in 1984.
After graduating from law school, Lindsey spent time with the Norfolk Commonwealth’s Attorney’s Office. Then, in 1995, he opened his own private practice as a sole practitioner, handling personal injury, family, criminal defense, and business matters.
His memberships have included the American Bar Association, the Norfolk & Portsmouth Bar Association, the Old Dominion Bar Association, the Virginia Bar Association, the South Hampton Roads Bar Association, and the I’Anson-Hoffman American Inn of Court. He has also been involved with the Hiawatha Social Club, the American Red Cross, and the Poplar Hall Civic League.
Born in Norfolk, Virginia, Lindsey attended Booker T. Washington High School. He and his wife, Rhoda, have two children. Lindsey identifies as a Protestant and attends Calvary Revival Church.
He is registered as a Democrat. Lindsey represented the 90th District in the Virginia House of Delegates (2014 to 2020).
