The Hon. James C. Hawks (Ret.) served as a judge for the 3rd Judicial Circuit Court of Virginia. Hawks was elected to the bench by the Virginia General Assembly on July 1, 2006. He retired and became a mediator for The McCammon Group in 2016.
The 3rd Judicial Circuit encompasses the City of Portsmouth.
Prior to his election, Hawks worked as an attorney in private practice in Portsmouth, representing clients in personal injury, family, real estate, corporate disputes, and criminal defense matters.
Hawks earned a bachelor’s degree from the University of Virginia. He then completed a J.D. at the University of Richmond School of Law.
His memberships have included the Norfolk & Portsmouth Bar Association, the Portsmouth Municipal Finance Commission, the Portsmouth Kiwanis Club, and the Portsmouth City Council. He has also been involved with the Board of the Hampton Roads Regional Jail Authority and the Board of Directors for the London House, and he has served as an apprentice ship pilot for the Virginia Pilot Association as well as a member of the United States Coast Guard Reserve.
