Hon. Ingrid M. Turner is an associate judge for the Prince George’s County Circuit Court in the Seventh Judicial Circuit of Maryland. She was elected to the bench on November 8, 2016.
Prior to joining the bench, Turner was a member of the Prince George’s County Council for District Four, a position she was elected to in 2006. At the time, she held the distinction of being the first African-American elected to the Council. Turner was subsequently re-elected in 2010 and elected Council Chair later that same year. While on the Council, she sat on a number of committees, including the Public Safety and Fiscal Management Committee (vice-chair); Health, Education, and Human Services Committee (vice-chair and chair); the Transportation, Housing, and the Environmental Committee (vice-chair); and the Rules and General Assembly Committee (chair).
In addition, Turner taught health policy as an adjunct professor at George Washington University.
She is also a retired commander of the Judge Advocate General’s Corps in the United States Navy, having spent twenty years in active duty. Turner was awarded the Meritorious Service Medal, the Navy Commendation Medal, and the Navy Achievement Medal.
She received a B.S. from the United States Naval Academy (1986) and an M.B.A. from Golden Gate University (1989). Turner went on to complete a J.D. at The Catholic University of America, Columbus School of Law in 1993.
She was admitted to the Maryland Bar in 1994.
Her memberships have included the Maryland State Bar Association, the Prince George’s County Bar Association, the Harry A. Cole Bar Association, the Health Lawyers Association, and the Maryland Association of Counties (past president).
Turner also sat on the Prince George’s County Parks and Recreation Advisory Board, Board of Health, Mental Health Advisory Committee, Economic Development Corporation (Board of Directors), and the Task Force on the Establishment of Vocational and Technical Education High School Academies.
In addition, she served on the Metropolitan Washington Council of Governments, the Governor’s Workforce Investment Board, the Institute for a Healthiest Maryland Advisory Board, and the Work Group to Study the Feasibility of Building a Multi-Sport Stadium.
From a civic standpoint, Turner was involved with the Dimensions Health Care Systems Board of Directors, the Ivy Community Charities of Prince George’s County, Inc., the United States Naval Academy Alumni Association, the Iota Gamma Omega Chapter of the Alpha Kappa Alpha Sorority, Inc, and the NAACP.
She is a graduate of Leadership Prince George’s (Class of 2008), Leadership Greater Washington (Class of 2010), and the Leadership Institute National Association of Counties (2010).
Turner is the recipient of the Community Award from the Collective Banking Group, Inc. (2008), the Civic Leadership Award from Community Foundation for Prince George’s County (2009), the Emily’s Way Service Award from the Emily J.T. Perez Foundation (2010), the Community Service Award from the Genesis Foundatin, Inc. (2010), the Pink Lady Award from All Shades of Pink, Inc. (2010), the Leadership by Example Award from the Women Business Owners of Prince George’s County (2011), the Phyllis Campbell Newsome Public Policy Award from the Center for Nonprofit Advancement (2013), and the Excellence in County Leadership Award from the College of Education, Bowie State University, and the College of Education Advisory Board (2012).
She was born in Fort Riley, Kansas, and attended Elizabeth Seton High School in Bladensburg, Maryland.
