The Hon. Angela Lemmon Horan is a judge for the 31st Judicial Circuit Court of Virginia. She was elected to the bench by the Virginia General Assembly on July 1, 2019, filling a vacancy created by the retirement of the Hon. Lon E. Farris.
The 31st Judicial Circuit encompasses Prince William County.
Prior to her election, Horan was a judge for the 31st Judicial District Court, a position to which she was elected by the Virginia General Assembly on February 25, 2015. Before that, she spent six years as the County Attorney for Prince William County.
Horan earned a bachelor’s degree from the College of William & Mary in 1983. She then completed a J.D. at William & Mary Law School in 1986.
After graduating from law school, Horan began her legal career as a judicial law clerk to the 31st Judicial Circuit Court. She subsequently joined the Prince William County Attorney’s Office, where she served for the next twenty-nine years.
Her memberships have included the Board of the Northern Virginia Transportation Authority.
Horan was raised in Manassas, Virginia, where she attended Osbourn High School.
